These Rules for Organizers (the “Rules”) constitute an integral part of the User Agreement of the DISP WORLD platform, available on the Internet at: https://dispworld.com/ (the “Platform”), and apply to all Users who have obtained or are applying to obtain the role of Organizer. These Rules establish the procedure for obtaining and using the role of Organizer, the rights and obligations of the Organizer, the conditions for creating and conducting events, tournaments and live streams, the procedure for interacting with Judges and participants, the conditions for working with Advertising Slots, and the Organizer’s liability for violation of these Rules. Acceptance of the User Agreement also constitutes acceptance of these Rules where the User obtains or intends to obtain the role of Organizer. In the event of a conflict between these Rules and the User Agreement in relation to the Organizer’s activities, these Rules shall apply as the special document; in all other respects, the User Agreement shall apply.
1. TERMS AND DEFINITIONS
1.1. For the purposes of these Rules, in addition to the terms defined in the User Agreement, the following terms and definitions shall apply:
“Organizer” means a Platform User who has completed identity verification (KYC), paid for the relevant Tariff Plan, and obtained the right to create events, tournaments and live streams, manage participants and Judges, and publish Advertising Slots in the Organizer’s events.
“Event” means a gaming contest, tournament, sporting or other competition, or another activity created by the Organizer on the Platform using the tools provided by the Platform. An Event includes: an Event page containing a description, rules, date and time; a list of participants; where necessary, a panel of Judges; a Judging Protocol; results; and a live stream.
“Tournament” means a structured competitive Event involving multiple participants or teams, conducted under an elimination system (knockout system) or another system selected by the Organizer, with official recording of results using the Platform’s tools.
“Judging Protocol” means the set of scores, decisions and Event metadata entered by the Judge through the Platform interface during or following the Event. A cryptographic hash of the Judging Protocol is recorded in the DISP-2 blockchain registry where the relevant Tariff Plan is available.
“Advertising Slot” means a slot designated by the Organizer for placement of an Advertising Creative within a specific Event or live stream. Advertising Slots are provided by the Organizer to Advertisers on the basis of direct payment settlements carried out outside the Platform.
“Live Stream” (“Broadcast”) means a real-time video stream of an Event conducted by the Organizer using the Platform’s tools, with the ability to connect up to four video sources and include pauses, technical breaks and advertising inserts.
“Event Participant” means a Registered User admitted by the Organizer to participate in a specific Event or independently registered for that Event in accordance with the procedure established by the Organizer.
“Event Rules” means the set of requirements, restrictions and conditions applicable to a specific Event and published by the Organizer on the Event page. The Event Rules are binding on all Event participants.
“Judge Remuneration” means monetary or other remuneration paid by the Organizer to the Judge for participation in an Event in accordance with arrangements reached directly between them outside the Platform. The Platform is not a party to such arrangements and does not pay remuneration to Judges.
1.2. Other terms and definitions shall be used in the meanings established by the User Agreement and other Platform documents.
2. CONDITIONS FOR OBTAINING THE ROLE OF ORGANIZER
2.1. The role of Organizer is available to Platform Users where all of the following conditions are met:
2.1.1. The User has reached the age of 18. The role of Organizer is a commercial role connected with financial relations, the creation of Events and responsibility for conducting them. Users under the age of 18 are not admitted to the role of Organizer. The Administration may request proof of age at any time and suspend or terminate the role of Organizer if the age requirement is not met.
2.1.2. The User has completed identity verification (KYC) through an external verification provider. To initiate verification, the User opens the relevant section of the personal account and follows the provider’s instructions. Verification is deemed successfully completed when the Administration receives the status “identity confirmed” from the provider. Access to Organizer functionality is blocked until that status is received. Where the status “verification rejected” is received, the User may contact support to ascertain the reasons and, where grounds exist, undergo repeat verification.
2.1.3. The User has paid for a Starter Organizer/Mentor Tariff Plan or a higher-level plan (Pro Organizer/Mentor Bundle or Caesar). Organizer functionality, including the ability to create Events, manage participants, appoint Judges and publish Advertising Slots, is available only under the relevant Tariff Plan. The scope of available functionality and resource limits are determined by the selected Tariff Plan.
2.2. The Organizer may simultaneously use Mentor functionality under the same Tariff Plan where permitted by its terms. Combining the roles of Organizer and Mentor does not require separate verification; verification completed for either role is sufficient.
2.3. The Administration may refuse to assign the role of Organizer or revoke it at any time where grounds are provided by these Rules, the User Agreement or applicable law, including: where inaccurate information is identified during verification; where these Rules are repeatedly violated; or where there are reasonable grounds to believe that the Organizer’s activities violate the laws of the Organizer’s country of residence or the country in which the Event is conducted.
3. RIGHTS OF THE ORGANIZER
3.1. The Organizer may create Events, Tournaments and Live Streams on the Platform within the limits established by the selected Tariff Plan. Each Event is accompanied by an Event page containing a description, date, time and rules independently prepared by the Organizer.
3.2. The Organizer may determine the composition of participants in the Organizer’s Events: establish participation criteria, accept or reject applications, set the maximum number of participants, and form the list of participants manually or through the Platform’s registration system.
3.3. The Organizer may appoint Judges for the Organizer’s Events from among verified Users holding the role of Judge on the Platform. The appointment procedure, the number of Judges and their functions within a specific Event are determined independently by the Organizer in accordance with the Event Rules.
3.4. The Organizer may publish Advertising Slots in the Organizer’s Events and Live Streams. The number of Advertising Slots, their format and placement conditions are determined by the Organizer within the limits established by the Platform’s Advertising Rules. The Organizer independently accepts or rejects Advertiser applications for placement in the Organizer’s Advertising Slots.
3.5. The Organizer is entitled to access the Platform’s analytics tools to the extent provided by the Organizer’s Tariff Plan, including viewing Event statistics, participant data, stream reach and other indicators.
3.6. The Organizer may use the DISP-2 blockchain registry tools to record Event results where the Organizer has a Pro or Caesar Tariff Plan.
3.7. The Organizer may appeal decisions of the Administration relating to the Organizer’s activities on the Platform in accordance with the User Agreement and the Moderation and Complaints Rules.
4. OBLIGATIONS OF THE ORGANIZER
4.1. The Organizer must create and conduct Events in full compliance with these Rules, the User Agreement, and the applicable laws of the Organizer’s country of residence and the country in which the Event is conducted. All obligations relating to the organization, conduct and completion of an Event, including interaction with participants and Judges, rest with the Organizer.
4.2. The Organizer must publish complete, accurate and up-to-date Event Rules before applications from participants are accepted. The Event Rules must contain at least the following: a description of the format and type of competition; eligibility criteria; the participant registration procedure; the date, start time and estimated duration of the Event; the system for determining the result and the procedure for finalizing the outcome; the procedure for the work of Judges, where applicable; and the Organizer’s contact details for emergencies.
4.3. The Organizer must specify emergency service telephone numbers, including emergency medical services and other response services, on the Event page where the Event involves the physical presence of participants or any physical activity that may create a risk of injury or other harm to health. The Platform provides relevant fields for this information in the Event page interface.
4.4. The Organizer bears full responsibility for participant safety when conducting Events involving physical presence (the offline component). The Platform provides only tools for creating and managing the Event in the digital environment and is not responsible for organizational, technical or other aspects of the offline part of the Event. The Organizer must independently ensure compliance with all applicable safety requirements, sanitary standards and other mandatory requirements when conducting offline activities.
4.5. The Organizer must comply with the following restrictions when creating Events:
4.5.1. Martial arts and sports involving physical contact, injury-prone exertion or other risks to the health and life of participants may be conducted only where the Organizer is an officially registered sports organization, such as a federation, club, league or other legal entity holding the relevant authority under the laws of the country in which the Event is conducted. The Administration may request confirmation of that status at any time.
4.5.2. Animal fighting, cruelty to animals and any competitions involving animals that may cause them harm are strictly prohibited in any form, whether as the main Event or as an accompanying activity.
4.5.3. Activities that involve or imitate gambling mechanics, betting on outcomes, random prize draws with cash winnings, or other activities classified as gambling under the laws of the applicable jurisdiction are prohibited on the Platform.
4.5.4. It is prohibited to create Events whose subject matter or content promotes discrimination on racial, ethnic, religious, gender or other grounds, or contains calls for violence, extremism or terrorist activity.
4.6. The Organizer must promptly inform participants through the Platform’s tools of any postponement, change of conditions or cancellation of an Event. If an Event is cancelled, the Organizer independently resolves all matters relating to participant claims arising from that change or cancellation. The Platform is not a party to the relations between the Organizer and Event participants and is not liable for damage caused to participants in connection with the cancellation of or changes to the Event conditions.
4.7. The Organizer must ensure proper completion of the Event, including confirmation of results, publication of the final outcome and other actions provided for by the Event Rules. If technical problems prevent completion of the Event, the Organizer must contact Platform support immediately.
5. CREATION AND MANAGEMENT OF EVENTS
5.1. An Event is created on the Platform using the relevant functionality in the Organizer’s personal account. When creating an Event, the Organizer completes an Event page containing mandatory and optional fields. Mandatory fields include: Event title; description; type and format of competition; start date and time; estimated duration; Event Rules; procedure for determining the result; and emergency contact details for Events involving physical presence.
5.2. When creating a Tournament, the Organizer determines the competition system, whether an elimination system (knockout system) or another system, the maximum number of participants, selection criteria and the procedure for forming the competition bracket. The Tournament structure may be changed after participant applications begin only where this is expressly provided for by the Tournament Rules published before registration opens.
5.3. After creating an Event, the Organizer may edit its parameters without restriction until participant applications begin. Once applications have begun, key Event parameters, including the date, format and rules for determining the result, may be changed only after all registered participants have been notified through the Platform’s tools. The notification must be sent at least 24 (twenty-four) hours before the Event begins, unless another period is provided by the Rules of the specific Event.
5.4. The Organizer is responsible for the accuracy of all information published on the Event page, including ensuring that the actual conditions under which the Event is conducted correspond to the description published on the Platform. Publishing knowingly false information about an Event is grounds for blocking the role of Organizer.
5.5. The Platform provides the Organizer with functionality for managing Event registrations: viewing and managing the list of applications, confirming or rejecting applications, setting a participant limit and, where necessary, manually adjusting the composition of participants. The Organizer independently decides whether to admit specific participants or refuse them admission in accordance with the Event Rules.
6. LIVE STREAMS (BROADCASTS)
6.1. The Organizer may conduct Live Streams of the Organizer’s Events using the Platform’s tools within the limits established by the Organizer’s Tariff Plan, including video quality, stream duration, number of simultaneous viewers and volume of viewing hours. When 75% and 90% of the limits are reached, the Platform sends warnings; when 100% of the limits are reached, the stream ends in a soft, gradual termination mode after 60 seconds or switches to preview mode.
6.2. The Organizer is responsible for all content transmitted in the Organizer’s Live Streams. The Platform provides only a technical tool for organizing and conducting streams and is not responsible for the content streamed by the Organizer. The Organizer independently ensures that streamed content complies with these Rules, the User Agreement and applicable law.
6.3. Up to four video sources may be connected simultaneously within a Live Stream. The technical parameters of the stream, including resolution, bitrate and codec, are determined by the Organizer’s Tariff Plan and the technical capabilities of the Platform infrastructure.
6.4. The Organizer may place advertising inserts in a Live Stream in accordance with the terms of advertising arrangements reached directly with Advertisers. Advertising inserts must comply with the Platform’s Advertising Rules.
6.5. The following content is prohibited in Live Streams: sexual material in any form; scenes of cruelty, torture or humiliation of human dignity not inherent in the sporting format of the competition; promotion of prohibited substances, extremism or terrorism; infringement of copyright in music, video or other protected works; and any content prohibited by the laws of the applicable jurisdiction.
6.6. The Platform does not record Live Streams by default. If the Organizer wishes to retain a recording of a stream, the Organizer must use the relevant function within the technical capabilities of the Organizer’s Tariff Plan.
6.7. Upon receiving a complaint concerning Live Stream content, the Administration may immediately interrupt the stream where there is an obvious serious violation of these Rules or applicable law. The Organizer shall be notified of the measures taken within a reasonable period. The procedure for reviewing complaints concerning Live Streams is set out in the Moderation and Complaints Rules.
7. INTERACTION WITH JUDGES
7.1. The Organizer may appoint Judges for the Organizer’s Events from among verified Users holding the role of Judge on the Platform. The Organizer is responsible for selecting Judges and ensuring that their qualifications correspond to the format and level of the Event.
7.2. The Organizer prepares and publishes the requirements applicable to the Judges of a specific Event in the Event Rules, including: the procedure for their work within the Event; the scoring system or decision-making criteria; the procedure for resolving disagreements between Judges, where there are several Judges; and the procedure for making corrections to the Judging Protocol.
7.3. Judge Remuneration is determined and paid directly by the Organizer outside the Platform. Under the conditions of the first release, Judge Remuneration is determined as a percentage of the Organizer’s advertising revenue from the specific Event. The Platform is not a party to arrangements concerning payment of Judge Remuneration and does not make such payments. When the User proceeds to arrange terms with a Judge, the Platform interface displays the following notice: “Judge Remuneration is agreed and paid directly by the Organizer. The Platform does not pay Judge Remuneration.”
7.4. The Organizer is responsible for the accuracy of Event results to the extent dependent on the Organizer’s actions as the organizing party. Event participants may challenge Judge decisions in accordance with the procedure established by the Rules of the specific Event. If the Event Rules do not establish such a procedure, the Organizer independently determines the procedure for reviewing such requests. The Platform is not an arbitrator in disputes between Event participants and Judges.
7.5. A Judge’s rating on the Platform is generated on the basis of scores assigned by Organizers and participants in Events in which that Judge has participated, using a mathematical model similar to rating systems used by specialist review services. The Judge’s rating affects the Judge’s priority in searches by Organizers and, where the rating is consistently low, the possibility of appointment to Events. The Organizer may rate a Judge after each Event in which that Judge participated has ended.
8. ADVERTISING SLOTS
8.1. The Organizer may publish Advertising Slots in the Organizer’s Events and Live Streams within the limits established by the Tariff Plan. An Advertising Slot is a slot for placing an advertising banner and destination link within a specific Event or stream.
8.2. All settlements for advertising placements are made directly between the Advertiser and the Organizer outside the Platform. The Platform is not a party to such settlements and does not receive or distribute advertising payments. When the Organizer confirms receipt of payment for an advertising placement, the Platform interface displays the following notice: “Payment for the advertising placement is made directly between the Advertiser and the Slot Owner. The Platform provides placement and moderation services but does not receive funds for this placement.” The Organizer confirms having reviewed this notice by ticking the relevant checkbox.
8.3. The Organizer must accept for placement only those Advertising Creatives that have been reviewed by the Platform Administration and have received the status “approved”. Placement of advertising materials that have not passed Administration moderation is prohibited. The Organizer is jointly and severally liable with the Advertiser for placement of unapproved advertising materials.
Regardless of the moderation status assigned by the Administration, the Organizer may refuse to place an advertising material that does not enable Users to identify it as advertising, including where it does not contain the label “Advertising” or another indication of its advertising nature, in accordance with Article 18 of the Law of the Republic of Uzbekistan “On Advertising” No. ZRU-776 dated 7 June 2022.
8.4. The Organizer may independently reject an Advertiser’s application for placement in the Organizer’s Advertising Slot without stating reasons, even if the Advertising Creative has passed Administration review. The Organizer’s refusal does not provide grounds for claims by the Advertiser against the Platform Administration.
8.5. The Organizer must comply with the requirements for advertising placements established by the Platform’s Advertising Rules and is responsible for compliance in the Organizer’s Events. Where violations of advertising requirements are identified in the Organizer’s Events, the Administration may remove the advertising material and apply measures to the Organizer in accordance with these Rules.
9. LIABILITY OF THE ORGANIZER
9.1. The Organizer bears full responsibility for compliance with applicable law when organizing and conducting Events, including the laws of the Organizer’s country of residence and the country in which the Event is conducted in relation to requirements for organizing competitions, sporting events and public events and ensuring participant safety. The Administration is not the organizer of Events in the legal sense and is not responsible for the compliance of Events with applicable legal requirements.
9.2. The Organizer is responsible for the accuracy of all information published by the Organizer on the Platform in connection with the Organizer’s activities, including Event descriptions, rules, information on prizes or remuneration, information on Judges and participation conditions.
9.3. The Organizer is responsible for damage caused to Event participants as a result of: violation of the Event Rules through the Organizer’s fault; failure to comply with safety requirements when conducting the offline component of the Event; provision of inaccurate information to participants concerning Event conditions; or cancellation or material change of Event conditions without proper notice to participants. The Administration is not liable for such damage and may bring recourse claims against the Organizer where third-party claims are made against the Administration in connection with the Organizer’s actions.
9.4. The Organizer must reimburse the Administration for all losses, fines and expenses arising as a result of the Organizer’s violation of these Rules, the User Agreement or applicable law, including in connection with claims by Event participants, Judges, Advertisers or competent authorities.
9.5. If the Organizer violates these Rules, the Administration may apply the following measures: a warning; temporary restriction of Organizer role functionality; temporary suspension of the account; or permanent suspension of the account with termination of the role of Organizer. The measure is selected according to the nature and seriousness of the violation, whether it is repeated, and its consequences. In the event of serious violations, including violations of Clause 4.5 of these Rules, immediate permanent suspension is applied without prior warning. Suspension of the role of Organizer does not result in an automatic refund of Tariff Plan payments.
10. PROCEDURE FOR RESOLVING DISPUTES BETWEEN THE ORGANIZER AND PARTICIPANTS
10.1. All disputes arising between the Organizer and Event participants in relation to performance of the Event Rules, competition results, admission to participation or other aspects of Event organization are resolved directly between the Organizer and participants without the involvement of the Administration. The Platform provides tools for conducting Events and is not an arbitrator in disputes arising from relations between the Organizer and participants.
10.2. Where the Event Rules provide a procedure established by the Organizer for resolving disputed situations, including appeals against a Judge’s decision or review of a result, that procedure is binding on the parties to the Event and is implemented independently by the Organizer.
10.3. Where the Organizer’s actions violate the User Agreement or these Rules, an Event participant may submit a complaint against the Organizer through the Platform’s complaints mechanism. The Administration reviews such a complaint in accordance with the Moderation and Complaints Rules. Review of the complaint may result in measures applied by the Administration to the Organizer, but not in a direct change to the Event result.
11. SPECIAL TERMS FOR CERTAIN CATEGORIES OF EVENTS
11.1. Video games and esports competitions may be conducted without special restrictions provided that they comply with the Event Rules and these Rules. The Organizer is responsible for complying with the licensing requirements of gaming platforms and game publishers within whose games the competitions are conducted.
11.2. Board games and intellectual competitions may be conducted without special restrictions provided that they comply with these Rules.
11.3. Magic and illusion performances may be streamed on the Platform provided that the streamed content does not violate the rules concerning Live Stream content established by Section 6 of these Rules.
11.4. Sporting competitions involving physical contact and martial arts may be conducted only in strict compliance with the condition set out in Clause 4.5.1 of these Rules: the Organizer must be an officially registered sports organization. Responsibility for participant safety rests entirely with the Organizer.
11.5. Educational and professional competitions, including knowledge competitions, professional skills competitions and creative contests, may be conducted without special restrictions provided that they comply with these Rules. Where prizes or other remuneration are contemplated as a result of such an Event, the Organizer independently ensures compliance with applicable legal requirements, including requirements relating to the taxation of prizes.
12. AMENDMENT AND TERMINATION OF THESE RULES
12.1. The Administration may amend these Rules unilaterally by notifying Organizers in accordance with the procedure provided for in Section 17 of the User Agreement. Amendments take effect within the periods specified in the notice. Continued use of the role of Organizer after the amendments take effect constitutes acceptance of the amended terms.
12.2. These Rules cease to apply to a specific User when the User’s role of Organizer is terminated, whether by the User’s own decision, by decision of the Administration or due to termination of the Tariff Plan. Termination of the Rules does not release the Organizer from obligations arising before the role was terminated.
12.3. All matters not governed by these Rules are governed by the User Agreement and other applicable Platform documents and, where those are insufficient, by the laws of the Republic of Uzbekistan.
